In 1996, a group of American neoconservatives participated in a study group 
organized by the Israel-based Institute for Advanced Strategic and Political Studies. 


The group produced a paper entitled 

"A Clean Break: A New Strategy for Securing the Realm," 

which advocated an ambitious set of policies aimed at ensuring Israel's security.
